This is Sun's way of ensuring that you are really committed to the Java technology before you download it.

Go to java.sun.com, the choose Products and APIs, then choose Java 2 Platform, Standard Edition (J2SETM), or one of the others. Now you can choose Java 2 SDK, Standard Edition, v 1.3.1 (SDK), then choose your platform, which I surmise is Windows click the continue button, read every word of the license, with your team of attorneys at your side, grit your teeth and click the accept button, then click the button for the FTP or HTTP download of your choice.
