Difference in declaration

Hai!

My name is S.V.S.R.S. Kaushik and my e-mail id is kaustralia@rediffmail.com

My Question to the honourable members who are to take time to answer is:

Why, in JAVA, when you declare a variable outside a method the value of it is taken as zero(0) and
why it is not in the case when you declare it inside a method.

This is my Question and I will be very much happy if this Question is answered within a reasonable time in any of my
e-mail addresses.
