Clojure is a Lisp dialect for the JVM. Developed mainly by Rich Hickey, Clojure 1.0 was released this week. It supports functional programming, advanced concurrency constructs, such as software transactional memory, multimethods, and interoperability with Java classes and frameworks.

RubyMine 1.0 is a full-featured Ruby and Rails IDE from Jetbrains, the makers of IntelliJ IDEA. RubyMine supports refactoring of Ruby applications, code analysis and type inference, RSpec and Unit tests, and a feature-rich Ruby and Rails debugger.

One problem I see with some comments here is that they ignore the notion of time and space: Decisions have to be made at a specific time and in a specific context.
