Is there any particular way that you reference the parent directory in Linux as a URL

E.g. in Windows it would be OK to say:

URL url = new URL("C://blah/blah");

However when I try to read an image in Linux
using the URL:

URL url = new URL("/somedir/dir2/etc/some_jpeg.jpg");

It is returning null;

Please assist.

Very Odd, this is a very old Q, it indicates
I posted it this morning, but I posted it
a month back. Is someone hacking my account?

Its no longer valid to the task I was performing
at the time in any case.
