I spotted something on slashdot.org today, namely one of the Vista developers posts. Some background, the Eclipse Callisto release contained as much code as Ms Vista Operating System and only required one full year to be released.

It is not code complexity here tripping Microsoft. It is the code management process, a process that MS advised others to adopt as well for productivity reasons.

The more management you add that has no code responsibilities the longer the delays due to the management communication being loosely coupled from the realities and challenges of the underlying code instead of being more in synch with the challegnes.
