According to Andrea Sahlbach's post the correct download url for the zip of IvyDE is:

http://www.jaya.free.fr/downloads/ivyde/org.jayasoft.ivyde.eclipse_1.2.0.zip

The update site will not be up until they get ti worked out how the project will be a sub module/project under IVY at ASF.
