On s60 deices with MIDP development sometimes you do need to run a symbian based emulator. Nokia s60 sdks do in fact include the symbian emulator with the MIDP java part. According to this NewLC Article, you could test MIDP applications for LG JoY, Samsung SGH-i520, Lenovo P930, Samsung D720, Samsung D730, Panasonic X700, Panasonic X800, Siemens SX1, and Sendo-X by downloading the correct s60 sdk.
