It seems that there are lists of mobile operators by region at Wikipedia. However, there are somewhat incomplete. You can gain information about how incomplete the list is by comparing mobile network technology.

For example, iDEN which is a special form of TDMA technology is not only deployed by Sprint/Nextel in the USA as we have SouthernLinc Wireless and of course Sprint/Nextel plans to stop supporting iDEN in 2010. And of course we also have several smaller iDEN public networks.
