Nokia has announced(from Flashlite For Mobile Developers blog) OTA updating of the mobile OS. Nokia's press release is here. Nokia's FAQ is here.

It appears on first look that it is limited ot SymbianOS 9 handsets. I do not if supports Nokia's own Series40 OS handsets as I have not reviewed the full listing. This is a preview of how MIDP 2.1 should work as you have to have the Mobile OS hooks in place before doing OSGi on MIDP 2.1 via the installed JVM.

The Next OEM to do this will probably be SonYEricsson.
