A question if the prototype of a start-up is a new invention do you accomplish anything by putting all modules of the prototype on an iteration schedule including payment if none of the developers have had any role in producing the budget proposal for the prototype? What usually happen sit he lessor developers figure out how to game the system and produce a very small iteration that produces no progress towards the platform prototype and the project fails. But the start up may have received all this nice paperwork that is never measure statistically against the project mission.

As start up founder which would you rather have prototype over budget but prototype being used by users and thus demoed to VCs or developers gaming the system to produce a very small iteration that produces no progress towards a workable platform prototype?
