It appears that I forgot something due to the wrapper I have to do at the native Java level for Android to get the values/objects returned by javascript in embedded webview I have javascript name change sin the html. Thus, if I name files as:

device.libName.js
device.cssName.css
device.htmlName.html

..and than make a modification in my release tool scripts(ANT) to change the javascript calls and etc I should be fine as far as using one code base for an application targeting both Android and iPhone using html, css, and javascript.
