Dan Morrill and Goolge was nice enough in not waiting until release of SDK 1.0r3 to publish the working draft of the documentation to the Localizatin Framework.  There is also some sample code so that you can step through the Localization Framework and understand its workings.

Hopefully, that means they might be closer to the Android Developer Challenge II announcement that was missing in q4 2008.
