There is a JavaLobby thread going on right now asking this question. Apparently a company has developed a look and feel and is trying to sell it. They aren't just selling licenses. They want to sell the entire thing with the idea that the buyer would redistribute it however they saw fit. I personally, don't know of any commercial look and feels besides Alloy.
