This InfoWorld article talks about Systinet's WASP Java Server and WASP Java Developer Web Services environment.
Both are free for development, and the Developer plugin supports JBuilder, SunOne Studio and Eclipse.
This is a really neat all in one solution for Eclipse-based Web Services development right there.
I thought WASP was orignally its own development IDE with server, but I guess it is now plugin based.
Either way, it is something to try out.
