The iPod Touch is run on battery, whenever the battery is low you will need to recharge it. However if you are facing issue with recharging the device then here is a few things you can check:
1. Sometimes the power source does not have any power, so check it with another device to ensure that it is working correctly and it can supply power.
2. Check you are not using FireWire power adapter or FireWire-base car charger, these FireWire base does not support charging with the iPod.
3. Check to ensure the USB port support USB 2.0. Most of the time if you plug the USB in the back of the computer it should provide enough USB power. Normally using the front USB or via they keyboard it will not work.
4. Try a different USB port.
5. Try to use a USB Charge if you got one.
6. Check to ensure the USB cable is working properly. Try to use a different USB cable if you have one.
7. Your device cannot be charged while the computer in standby mode so ensure that the PC is active.
8. Try to use a diiferent computer and see if the other computer can charge the device.
