The Local Authority Portal Solution (LAPS) white paper illustrates Microsoft's solution for delivering 'transactional' web portals - one of the critical components of an eGovernment infrastructure.

In order to understand the context within which LAPS has been developed and to provide a structured analysis of why it should be implemented, this paper has been divided into in the following sections:
