Scott Guthrie has spilled the beans: Whidbey Beta 2 has been signed off, and is ready to go! This is a great milestone, because it will include a "go live" license like the final beta for .NET 1.0 did. The bits should show up on MSDN soon.
Since starting at Microsoft, I've been coding almost exclusively in Whidbey. My opinion is that the environment represents a significant step forward for the out-of-the-box experience for developers. Many of my complaints have been addressed. We are using beta 2 from within a VPC, and it's extremely usable that way. I think developers will be very happy with this beta.
