I dug this out of my Windows XP News mail. I remember having this problem before, and to get rid of it I re-installed my LogiTech drivers. Here's what WinXPNews had to say about it:
A few readers have written to us about scrolling problems when using Internet Explorer 6.0 (scrolling works okay in Word and other programs). Specifically, the scroll bar seems to "jump" the pages ahead more than a full page when you click on it. Some reported that this behavior only started after applying a Windows update with security upgrade for IE, and that removing the update fixed the problem.
Others report that finding the mshtml.dll file version 6.0.2800.1106 in a service pack file and copying that file to the windows\system32 directory solved the problem. Note that if you do this, Windows Update will try to reinstall the later version as a critical update, but you should ignore this.
