Zone Alarm 5.1.011 seems to have solved the IIS problem.
Or at least mine. Many could not debug ASP.NET applications, or even view them on their local machine, including me.
We had to disconnect from the net, shut off zonealarm, and then do some work. Now - it seems to be working properly.
