Here's something I can get behind - a fine for taking too long to pitch. That's hardly the only p[roblem though - too many batters go through an insane ritual every time they go to bat (some between each pitch - watch Garciaparra sometime). Umpires need to stop granting timeouts, and encourage pitchers to just deliver when they're ready, regardless of what the batter is doing. Eventually, batters would learn to stop screwing around at the plate and just hit.
