newbie-Q. Deciding on classes

Hi folks,
Asked to produce a C++ program to model congestion charging. Approx coding time 8 hours. What would you choose as your classes?
Obviously Driver, Vehicle, Time.
With attributes such as name, registratoin, ttlChrg, (location?) etc...
But would you consider a Zone, Route and other classes also discuss...
[Thanks in advance for any tips, please don't flame me]
P.S. I'm not expecting comprehensive answers here!!!
