Effective, yes.
But advertising isn't the least bit democratic. In a democracy, there is (at least ostensibly) an even playing field: one man, one vote. Advertising is a means of converting wealth into influence.
I'm not saying ads are necessarily anti-democratic; I believe they fall under the umbrella of free speech. But to say advertising is democratic is just outlandish.
