How to stop session flooding on web server

Can somebody help me in telling how to stop the session flooding on the webserver. The problem is my login page is a JSP page.(Which is required to be).The problem is every time you hit on the login page it will create a HTTPSession on the Webserver. So anybody can stop/slow down the server.
