Could you clarify?

If what you want to do is have a little tray icon that, when clicked, launches a web site (ASP or JSP, or HTML or whatever, they are all the same from that point of view), then all you need to do is make a little app with an invisible main window, which adds an icon to the tray and handles the click event. If this is what you want, then reply back if you need more detail.
