I don't think so; not without significant effort, at least.

And does the setBaseFontSize(int) only work in J2SE 1.4?

I don't think anything relevant has changed with the StyleSheet class since 1.2. setBaseFontSize seems only to be relevant to using tags like <font size="+3">. I haven't had time to check this out extensively.
