I was begining to wonder if Microsoft was going to create an FxCop for Whidbey, as I have been developing in it for weeks, and didn't want to go much further. Today, totally acidentally, I stumbled upon it. It's baked into Visual Studio, at least it is in the May Preview. Right click on the Project, Select Properties, and then you will see a page with tabs Application, Signing, Reference Paths, Build Events, Build, Debug and Rules. Select Rules and sure enough it's there: Enable FxCop.
