Accessing a "package access" classs from outside the pacakge

Refer to Bruce Eckel's book "thinking in java".
Refer to the chapter on "Hiding the implementation"
Refer to the para just above the section titled "Summary"

It says that you can access the classes with "default access" outside the package, by using static methods. Can somebody clarify with an example.
