I'm looking for one too. My search has revealed that a tool called jexegen.exe included with the Microsoft's JAVA SDK can do this real easy. The SDK is a whooping 19.2 MB download (freeware)(http://www.microsoft.com/java/download/dl_sdk40.htm)

Ill let you know if I can find another tool.
