Question regarding input tables in HTML

I know this question is directly related to JAVA, but I was wondering how radio input tables in HTML work? More specifically, when the user answers all the questions and the data is sent back to the server, how is it sent? Also, what happens next? Does a cgi script receive the data, interpret it and send back the relevant page to display? Lastly, what would be a good language to write a cgi script (or whatever the program is that handles the data) in? Thanks for the help.
