This sounds like a Windows problem, not a java problem. What is
a Java picture file? A jpeg? What is "open"? Double-click?
If yes to both of these, it sounds like MSIE has the association
for image files but has been uninstalled or deleted. If you
want to fool around with file associations in windows, look
the "Folder Options/File Types" dialog in Explorer.
