Applet InstantiationException with International IE

I am having the exact same problem with a Greek user. I have a signed CAB and a Netscape signed JAR (different applet). The Greek Netscape works fine but the Greek IE fails with the error shown below. US Netscape and IE work fine. England Netscape and IE work fine. All Windows environments.
