Sounds like what you need is a CBX (Computerize Branch Exchange). Many years ago, when I was just a young whippersnapper, I worked at ROLM on a small one called Redwood. Even that one would probably be too big and expensive for just 10 lines, though. I wonder if these days you can find a PC card that does the job you need.

Usually with a CBX, you have fewer outgoing lines than telephones connected to the CBX, since you don't expect everyone to be calling at once, so you can save money by only having 4 or 5 outgoing lines and maybe that will help on the CBX purchase. Check ROLM and Northern Telecom websites (or search google for PBX and CBX) and maybe you'll find an adequate device. Good luck!
