So far as I understand this thread running functionality behaviour, this is all done by Operating system. Java is not boss of the computer system and it can't dictate the operating system to behave in a way it wants them to. Java just uses the underlying the operating system resources+functionalities as made available by operating systems. I think if we use threads in java then role of java is just to hide the details of the underlying operating system and also to hide the details of how those threads will behave on different platform so that we have to write the same code for all the java supported paltform.
