Hi,

You might like to read "Java Language specifications - section 12.2 Loading of Classes and Interfaces". Basically there are three points that are relevant to your question:
1. It gives two "rules" which should be followed by a well behaved class loader.
2. It concedes that it is possible to write a malicious class loader.
3. It guarantees that '2' does not undermine the system security.
