Launching netscape from a browser

I have a similar probklem
I want to start a brower preferably netscape on another computer
but I am getting an exception
if i run the java program from within the directory where netscape is located i dotn get an error and the netscape browser launches fine ..
any ideas > May be its offtopic but I need a help.
