JSP hang on compiling!

Jsp always get hang on compling. The page has a synchronazied
conter. we are using iPlanet Web Server 4.1. (It's strange that
we never get hang in a development environment, but once a new version is uploaded to the site, the problem often arise.
How can i trace out the proplem?
