I can not start lookup service(reggie)

My machine as per following detail
- Window NT
- jdk 1.2.1, jini1.0.1
C:\>java -Djava.security.policy=/jini1_0_1/java.policy.all -jar c:\jini1_0_1\lib\
reggie.jar http://chang:8080/reggie-dl.jar c:\jini1_0_1\example\lookup\policy.all
